The conference of the Balkan leaders in Brdo near Kranj, with which they had to demonstrate their joint spirit in relation to the common idea for European future, ended with the unique Declaration that reaffirms the dedication to an all-encompassing membership in EU and with the bitterness that even this kind of a Summit cannot hide the piled-up Balkan frustrations. After it had become clear that Serbian President Boris Tadic would not come to the meeting because Kosovo was represented as an independent state and not as a protectorate of the UNMIK, the other leaders tried to give as much a constructive tone to the Summit as possible with the purpose of ending the pride, nationalism, and Balkan ambiguities. Instead, Bosnian Prime Minister Nikola Spiric demonstrated his revolt with the Kosovo independence at the moment his Kosovo counterpart Hashim Taci spoke. Spiric left the room and returned after Taci had finished his speech. Then the leaders of Slovenia, Croatia, Macedonia, Bosnia and Herzegovina, Albania, Montenegro, and Kosovo reaffirmed in the Declaration their strong dedication to joining the Union by emphasizing that the progress to the European road depends on the individual merits of each country in fulfilling the Copenhagen criteria. At the same time, they called the Union to maintain the expansion high on its Agenda. Nevertheless, it seems that Europe is too much occupied with internal problems and it is really giving little considerations to the Western Balkans. The President of the Council of Europe Herman Van Rompuy conditioned his arrival at the meeting with the presence of the Serbian President although the Western Balkan leaders, especially the organizers of the Summit, had hoped that the European attention would be focused on this meeting, particularly because all the leaders of the region are rarely gathered in one place and upon their own initiative. "The fact that Rompuy did not come to the meeting showed that the Union is evading responsibilities because it has not cleared up its stance in reference to the Western Balkans," University Professor Gjorgji Tonovski says.
